The basis for obtaining citizenship of Malta
From 20 November 2020, it is possible to become a Maltese citizen in 1 or 3 years after obtaining a residence permit. Investors can obtain Maltese citizenship through exceptional services by direct investment. This way of naturalization is provided for in the Maltese Citizenship Act.

What to invest in
The law stipulates that 3 investment conditions must be observed at the same time. The purchase or lease of the property is left to the investor’s choice.
- Contribution in the economic and social development:
from €750,000 — citizenship after 1 year,
from €600,000 — citizenship after 3 years.
- Charity donation: € 10,000 to any non-governmental organization in Malta.
- Rent or purchase of real estate:
from €16,000 per year — rent for at least 5 years, from €700,000 — purchase of residential property for a period of at least 5 years.
Step-by-step procedure
Depending on the amount invested, the law provides two deadlines for applying for citizenship: 1 or 3 years. In both cases, the procedure is similar — it’s only the documentation that differs if the investor chooses to apply after 3 years.
Conducting an internal Due Diligence check
The Due Diligence check is a key part of the process. It determines whether the Maltese authorities will approve the investor’s application for citizenship.
A certified anti-money-laundering officer of Immigrant Invest therefore examines the investor’s documents and warns of possible risks.

Police Clearance Certificate
Maltese police authorities check investors and family members over the age of 12 against Interpol
and Europol databases.
Residence permit in Malta
The investor and all family members over the age of 18 shall apply for residence permit. As a licensed agent, we prepare a Level 1 Due Diligence report. We translate and apostille the relevant documents of the applicant and their family members included in the application. We draw up a Maltese real estate rental contract. We prepare the forms required for the medical insurance policy. We fill out and submit the investor’s application for a residence permit.
Eligibility Test
Applying for the Eligibility Test. The maximum time terms for the application is 12 months of the date of receipt of the residence permit card. All applicants over the age of 12 are subject to eligibility assessment tests.
Approval based on the results of a review
The Minister of Citizenship approves or rejects applications. If the application has been approved, applicants are entitled to apply for citizenship in 1 or 3 years after obtaining a residence permit in Malta.
Applying for Citizenship
If the investor chooses to apply after 1 year, the applicants confirm whether there have been significant changes in personal circumstances. For example, in case of serious illness, changes need to be made into the MRQ form.
If the application is submitted after 3 years, the applicants need to confirm the permanent address of residence and update the police clearance certificate. If other documents have been updated, they must also be renewed.

Investment condition fulfilment
Investment requirements have to be performed within 4 months of the date of a written approval by the Minister. In addition, the main applicant needs to prove the link with Malta. The residency requirement is stipulated by the new law.

Applicants over 6 years of age receive their passport in person at the Malta Passport Office.

Purchasing a property in SDA complexes from €325,000
Residential complexes with their own infrastructure, or Special Designated Areas (SDA) are characterized by the quality of their construction and their well-developed infrastructure: swimming pool, gym, security, park, protected area.
